The war on terror is different and not like traditional war like how the military has battles or war between nations, the war on terror was terrorists using “ unconventional tactics”rather than military operations. 

The roving wiretaps seems to violate the fourth amendment which means law enforcement can obtain a single search warrant to wiretap devices , supporters of it feel wiretaps are needed to deal with terrorists but on the other hand non supporters feel it can lead to privacy violations who comes in contact with the suspect

Same for sneak peek and warrants the pros is it allows investigators to search for drugs etc without notice so that no one can cover up the investigation but the cons are they will be able to use this for things other than terror cases and for minor things, which would cause many more issues which violates the fourth amendment as well
