In a confederation, citizens are involved with the regional government  where they hold most power , and the central government has limited authority. In a unitary system, citizens interact with the central government, which holds all the power, with regional governments having limited 

How i understand the division of power is  that it is the different levels of the federal  government like different government has the power to do certain/ different things “ the constitutional provisions of which governmental powers are divided”

The federal government particularly in Covid provided resources and funding as well as regulated a lot of things basically controlling the actions done by everyone in the state , power is divided by different branches to prevent anyone ONE person from becoming too powerful , the federal government controlled everything
