The establishment clause stops the states from having an empowered religion, in other words, the establishment clause gives all religions a chance to succeed and to thrive. The government can not say that there has to be one religion that everyone (the citizens) should follow. The lemon test is essentially determining whether a rule or other government action that might encourage a certain religious practice should be permitted to stand.
