1)M. Alexander stated that mass incarceration in the U.S is wrong because when compared to other countries the U.S rates of incarceration were quadrupled for similar crimes. The incarceration rates where even high when drug related offenses were declining. Another thing M. Alexander stated was that the punishment levels did not always fit the crime.

2)The racial disparities cannot be explained by the rates of drug crimes because it has been shown that both black and whites use drugs at a similar rate, however blacks are more punished for the crime than any other race.

3)I understand the quote to mean that the United States is using the system to control certain races such as African American and Latinos that other places in the world do not do or have not seen before.
