Offshoring refers to completing business tasks, often manufacturing, in other countries. The former does not mean fewer jobs in the country the company is headquartered in unless the function(s) outsources are ALSO offshored.

Outsourcing work does not actually mean there are fewer jobs. For example, a consulting company might outsource the HR function to an HR services firm.
