But for houseless communities across the state, cramped shelters were too dangerous to reside in. Those without houses remain some of the most invisible victims of the COVID-19 pandemic. This monument is dedicated to those houseless victims of the pandemic who suffered more than any human being should have to. The number of COVID-19 related deaths in the houseless community is still unknown.
