I don’t know about that Ben some of the Prisoners that are locked up are in there for different reasons some are either in jail because they did a crime, were falsely accused,  and etc. Were all on lockdown to protect those that may or may not have the sickness and hopefully stop the sickness from spreading over  the planet.
